After a long war against SLAVERY we had won the battle and became free from slavery of BRITAIN. Just 57 years ago. If we will look over this freedom period of 57 years of independence, it will be very clear that almost during first 20 years politicians & leaders of our country have established fairly a good political plate-form. But after-words Moral & Political inclination started. The rulers that is our elected LEADERS became selfish to the extant that they forgotten there DUTIES towards the nation, the poor people. They started POLITICAL-GAMES, with their own people, own VOTERS. The Ministers &Politicians started to take HELP from the govt machineries, leading BUSINESSMAN, TOP INDUSTRIALISTS, MEDIA PERTIONALS, etc in this dirty game. In this way our own elected politicians started LOOTING the poor people of our own nation, that too within 20 years after INDEPENDENCE. A report says that what-ever amount and properties LOOTED by our own rulers and their component parts in mere 25 to 30 years is more than 3 times that looted by the BRITISH RULERS during their ruling period of above 200 years.
It is worthless to describe any more about present ANTI-NATION MOVEMENTS of this "choukdi". These problems can’t be resolved by any of the present political parties or any present LEADERS.It is so, not because of there incapability or say they are corrupt, as a major part of country-people think, but because of the present political frame-STRUCTURE of our country.
HOW THESE PROBLEMS CAN BE SOLVED
Though the solution of above burning problems are very difficult, dangerous and harmful to the implementing person/party, but with the help of general public of our country, not only these problems can be resolved, but also a long term policies can be established, which will form a PEACE-FULL &ECONOMICALLY STRONG BHARAT, that too in a time-span of as short as FIVE YEARS, which is being termed as OVER-NIGHT, by present and past PRIME-MINISTERS. Also what-ever modification changes will be done those will be within the provisions of the LEGISLATURE with suitable amendments approved by the PARLIAMENT in accordance with the present rules.
BUT THE QUESTION IS… HOW?
Now to achieve the above difficult TARGET, we have to adopt the following policies and to implement these policies strongly and honestly. In brief, the policies to be implemented will be as follows
The EXECUTIVE BODY and ELECTION PATTERN will be modified Election will be THREE-TIER.
Election shall be conducted for (1) SARPANCH,(2)Member of Parliament WHO WILL ALSO BEER RESPONSIBILITY OF CHAIR-PERSION OF THE DISTRICT COUNCIL and (3) PRIME-MINISTER
All EXPENSES INCURRED BY GOVT on conducting these Elections plus 10% surcharge shall be RECOVERED from the CONTESTERS of all the three posts. More clearly it is to say that what-ever AMOUNT is spent by GOVT. in conducting these elections will be distributed among all the CONTESTENTS.And thus all candidates will beer the GOVT’S share in addition to there own election expenses.
THUS THE POLITICIANS WILL HAVE FULL LIBERTY TO PLAY THEIR POLITICAL GAMES WITHOUT AFFECTING THE ECONOMICAL HEALTH OF OUR COUNTRY & HENCE OF THE POOR PEOPLE.
All office bearers elected directly will bear the following MENDATORY RESPONSIBILITIES, FAILING WHICH THEY WILL BE LIABLE TO SIX-YEARS IMPRISIONMENT WITH FORFITURE OF ALL PROPERTIES BELONG TO THEM AND THEIR CLOSE RELATIVES.
The mandatory responsibilities are given in brief in above para and are
1 The Govt shall provide employment through labour-oriented and productive works to all citizens of our nation, irrespective of caste, religion, gender or any other difference.
2 The Govt will provide all BASIC materials like RATION and other domestic articles required for lively-hood of the people living BPL in subsidized rate.
3 To keep the NATION a LOAN-FREE-NATION. This also says that the elected PRIME-MINISTRER OR ANY OTHER OFFICE BEERER shall not be impowered to take any sort of loan neither domestic nor from foreign. It will also include the so-called foreign investments in BHARTIYA companies, which will also be treated as loan.
4 The Govt will perform their duties, keeping all the basic rights of the citizenwith them. It is also to assure that the Govt will abide by the commitment of national unity and integrity. The Govt will also ensure safety and protection of properties and life of all citizens.
5 The Govt will eliminate all sorts of terarism. The Govt will also minimize the corruption.
Policies to be adopted
There may be so many ways of achieving these targets. Only thing is that the implementing authority i.e. the elected leader of the nation should be very much clear about his policies and should have firm will power as regard implementation of these policies.
After watching the day-to-day political activities and economical & educational policies, foreign policies, defense policies and various other development activities since last five decades, and after considering views of various renowned related magazines, leading news papers, renowned article writers, criticizers, politicians a defined policies have been framed, which seems to be more result oriented rather than others. The theme of the policies are explained in brief in the following paras:
Today the public used to elect an MP or MLA and these MPs and MLAs used to elect the Prime Minister/ Chief Minister. In this way, the Prime Minister of the nation is basically responsible to the MPs and not to the public. Effect of this procedure is this, that our Prime Ministers are looking after betterment of the MPs and not to the general public. In earlier days of independence, there was not much difference between the two i.e. public interests and MP’s interest. But just after two decades of independence, this difference has become wider and wider. Now in many cases the interest, the benifits of the MPs and general public has become just opposite to each other. This is the main reason for not implementing the national policies properly and hence the general public is suffering more and more and the MPs and other similar politicians are enjoying all the amenities. If any Prime Minister dared to overlook/ ignore the interest of any MP, such situation has been created that a Prime Minister has to resign from his post within as less as 13 days after his election as Prime Minister by MPs and a general election costing Rs. 15 crores (on price level of year 1998) was imposed over the poor country.
So our first policy is to ammend the election procedure, which will be as follows:
a. The Prime Minister shall be elected directly by the general public.
b. There will be a three tier election for a term of 5 years In which (1)SARPANCH of all GRAMPANCHAYAT, (2)MPs of all districts and (3) the Prime Minister of the nation shall be elected simultaneously for a term of five years. It is to be noted that the jurisdiction of MPs shall be limited to a district and will be responsible for implementing the policies in their districts the MP’S will be the chair-person of the District-Council’s .
c. In conducting the general election the govt expenditure plus 10% surcharge shall be recovered from the contesters of the three tier office bearers. In this way, any general election will not affect the economical wealth of the nation and so of the general people.
d. The contesters for the post of Prime Minister and MPs shall have to announce their manifesto in a non-judicial paper and shall be submitted with their nomination form.
e. As soon as a person is elected as Prime Minister, his manifesto shall become a law and it is to be followed in all over the country however the implementation of these laws shall be discussed and passed in Parliament.
f. The national manifesto shall include the policies to be adopted by the elected Prime Minister to achieve the mandatory responsibilities described in para 5.
g. The President, after consultation with the elected Prime Minister, will form a high power committee (HPC), who will keep close watch over the political activities and results of implementation of the policies. This committee will also conduct a half yearly review of these activities and will suggest any ammendment etc. to the Prime Minister. For this, the high power committee has to keep close contact with the level of GRAMPANCHAYAT and district authorities computer net work and by face to face discussions . The HPC will directly work under the Supreme-Court. The HPC will have EXPERTS of all important Departments, Persons having deep practical knowledge of field working of respective Departments, impartial criticitists, Honourable Social workers, and respectable Personal of our Nation.
i. Failing in achieving the Targets, committed in election manifesto, the "High Power Committee"(HPC) will evaluate and will decide the Punishment to these elected leaders that too on the last working day of their term of 5 years.This decision of HPC WILL BE FULL& FINAL and can’t be challenged in any court.
j. There will not be any elected MLA and any Chief Minister in States. In fact all the EXECUTIVE RESPOSIBILITIES WILL BE distributed in three tiers only, to get a quick and perfact result, there will be no major responsibilities at State Level. As such the Prime Minister shall appoint Chief Ministers for all the states of his own test. It is specially mentioned here that as the P.M. will be binded by the Mandatory Responsibilities, he will have every liberty to appoint State Chief Ministers, MLA’s and other office beerers as per his will.
k. Till Loans are returned, Unemployment, &Dearness problem is solved, the elected Leaders and other office bearers appointed by the P.M. will be entitled for only 50% salary, and allowances fixed for the post.
l. There will not be any financial limit for the election contesters to be spent during there election. How ever they will have to submit their election A/C along with 10% tax.
m. Any citizen, punished with imprisonment for more than two years by any courts of law even if it may have been challenged in higher court, will not be entitled to contest the election.
n. There will not be any MID-TERM-ELECTION under normal condition. Normally this situation will never arise, simply because MP’s will also be held equally responsible for any failure in achieving the sat targets. Also resignation of any elected Leader shall not be admissible unless the amount required for conducting the BYE-ELECTION with 10% surcharge is not deposited by the resigning Leader.
o. The maximum salary including all types of allowances shall be limited to 5 times the per family monthly income of the people living below poverty line (BPL). Similarly all other heads like their safty,tours hospitalities and wel-come parties etc etc shall be curtailed proportionately.
The above phrases indicate clearly, that unlike todays politics ,all elected leaders will be binded with proper implementation and getting committed results as per their own election manifesto, failing which they will be punished with 6 years imprisonment etc. In this way the corruptions, froude-scam,so many kinds of financial social scandals, etc will automatically be minimized, and a responsibility-based fair politics could be established.
The second major issue is of the Foreign & Domestic loan. In present POLITICAL management, these Loans have become a main source of corruption. It can easily be observed that since last three decades a major part of these loans are not being used in development or public well-fare activities, but are being used in maintaining "Political Equilibrium". Very frankly, it can be said even, that since last one decade or say since Liberalization Policy adopted in our country, the LOANS are being used in maintaining the future GENERATIONS of the "Political-Choukdi". Hence it will be more judicious that these loans be recovered from them. For refunding these Loans within a committed period of 3 years, a suitable lawful & judicious action shall be taken, particularly for FORFITURE OF SURPLUS MONEY LAYING IN FOREIGN BANKS & BENAMI PROPERTIES, that too within the provisions of the CONSTITUTION. Various reports of renound magazines and reliable statements of Swadeshi Jagaran Manch and other non political organizations states that this much will be enough for this. In this way the Loan problem will be vanished within 3 years after taking oath and forming the GOVT.
Now the next main problem is to keep control over the DEARNESS, which has gone out of control. At present neither there is any Political Party nor any will-full Leader who can control this uncontrollable problem of dearness.
There is solution of this problem also. The only thing required is this, that all people have to be unite to drain off this problem. Than what will happen? We will see that, we people will enjoy a DEARNESS-FREE-LIFE not for a term of 5 years only, but will be killed for ever. Now, LET US SEE HOW?
Just like other well wishers of our country, I also coincide with the opinion of the MAJORITY of our poor but more wise and more literate people. As at present the National Leaders belonging to any Political Party, and their "Choukdi’, are keenly willing to increase the DEARNESS in our country. Accordingly this problem is HIKING new heights day- by- day. After a public resistance, which does not get proper place in daily newspaper, and other media sources, the Govt machineries, Ruling, and opposition Leaders come in little ‘Harkat’. Most of the instances, any action is not taken at all, but if some action is taken, it is taken in such a way that it carries no effect on Price-Hike. Oftenly Govt’s action against the DEARNESS has reverse impact on price-hike problem. As result, THE "CHOUKDI" AND ITS SUPPORTING OTHER RICH PEOPLE ARE BECOMING RICHER & RICHER DAY-BY-DAY,WHERE AS THE WEEKER SECTION IS BEING POORER & POORER.
Apart from the action proposed to resolve the LOAN- PROBLEM ,TO ELIMINATE DEARNESS first of all ,the expenditure onGovt Departments shall have to be curtailed.As is being felt from last two decades not only by the general public but also by the PAY-COMMISSION a Govt Agency,who is recommending to curtail the number of Govt employees to the tune of 30% .Further-more it has also been recommended to close some of the Departments,Govt Boards, Commissions etc. But the Leaders/Ministers could not take any action in this matter.All.Only they adopted the enhancement of the salary and other allowances to the Govt Employees due to their vested interests in it. Though by this enhancement of salary etc was going to DAMAGE THE FINANCIL STUCTURE OF THE STATES AND THE CENTRAL GOVT ITSELF,but all the Political Parties including Rulling, Oppositions and other related Authorities kept MUM.
WHY? Only because this is not good for their FINANCIAL and POLITICAL STATUS.
NOW this action of in number of staff and in number of Departments shall be started and will be continued till the expenditure on Govt Dept comes down to 30% of the present expenditure. This shall be a TIME-BOUND-ACTION, and will be completed within 2 years after forming the Govt. 50% of gross AGRICULTURE PRODUCE shall be purchased directly from the Agriculturists,at DOUBLE THE CURRENT MARKET RATES. Govt will provide 100 ITEMS OF DAILY-NEEDS as proposed by the GRAMPANCHAYATS & recommended by the DISTRICT-COUNCILS at the rates 50% of the current MARKET RATES.(The current Market rates will normally be the average rates observed during the month of framing this new Govt. Necessory arrangements for procurement of agriculture produces and distribution of daily needs commodities to the general public will be made through the village level PROCUREMENT &DISTRIBUTION CENTRES UNDER STRICT CONTROL OF THE DISTRICT GOVTS. All Citizens will get its advantage irrespective of their caste religion and even financial status on their ration-cards or any similar arrangements.Unlike to-days arrangement,under which this has also become a slave of the corruption
The SUBSIDIES as mentioned in item ‘d’ above will not be provided on items like Electricity, Drinking water, PETROLEUM ITEMS (including LPG, KEROCINES), auto-vehicles, and other LUXURIOUS &FANCY items.
I shall provide
1. EDDIBLE PALM/SOYA OIL @ OF THE PACKEGED WATER.
2. SUGAR @ OF TATA SALT.
3. RICE & WHEAT @ 50% OF TATA SALT.
4. RIKSHA, HATH – THELA, BYCICLE @50% OF IT.S COST
Approximate amount required to compensate these subsidies explained in above para ‘d’, ‘e’ & ‘f’ would be around Rs.ONE LAKH-CRORES per year. This will be compensated by vanishing the present subsidy on PETROLEUM ITEMS, which has become one of the main sources of corruption now a days….
Further more it is assured that the DEVELOPMENT ACTIVITIES will have no interruptions and will get adequate FUND & STREAM-LINED ATMOSPHERE for. As the outsourcing of fund shall be totally banned, adequate fund shall be managed by curtailment of ESTABLISHMENT EXPENSE OF GOVT. DEPARTMENTS as per the proposal given in para ‘a’ above. The hurdles like Political interference, Red-Tapism, irresponsible attitudes of govt. employees etc. shall be eliminated completely, that too within one year. Some examples to this contest have been elaborated in coming para.
There will not be any elected Govt at State Level and as such no establishment shall be there. However the Prime Minister can post suitable number of Ministers and necessary staff to have a better Administrative and Political control over the District-Councils and Panchayats.
Today, the rulers are more interested in IMPORT-BUSINESS, as this gives efficient and more than the expected monitory benefits to the rulers and their so-called ‘Choukdi’. Hence today the import-business is more than 5 times of the amount of EXPORT ARTICALS. In opinion of experts of Finance matters, SO LONG AS THE EXPORT-AMOUNT OF ANY COUNTRY REMAINS LESS THAN THE IMPORT AMOUNT, THAT COUNTRY CAN’T DO ANY PROGRESS. So this proportion will be revered within two years.
Unlike to-days practice, the Annual Budget of our Nation will be prepared at District Councils after consultation with all Panchayats of the Districts.
The financial responsibilities, distribution of tax recovery power and duties to be performed by the three tier executive structure shall be as follows:
I. The Panchayat will be responsible for solving the judiciary problems of village level, construction and maintenance of roads, buildings, minor irrigation structures, approach roads, electricity lines, etc., running primary school education, dispensaries and other necessary civic amenities of village level shall be done by the Panchayat. The salaries of village level employees like teachers, patwary, health worker, sub-engineer, kotwar, etc. shall be paid by the Panchayat. To meet out the above expenses, Panchayat shall be entitled to recover some tax according to properties and income of the villagers. Whatever amount is recovered by the Panchayat five times of that amount shall be provided by the central government directly to the Panchayat under intimation to the district council. Apart from these, any new structure required to be constructed shall be fully financed by the central Govt. Proper account shall have to be maintained and submitted to the central and district govt. whatever amount sought for from the central govt. has to be mentioned in their budget. Here it is to be mentioned that the salaries of the village level employees shall be two and three times the per family average income of BPL persons according to status of the employee.
II. The district council shall be a replacement of state govt. as such the district shall have the basic responsibilities of govt. The district council shall be responsible for observing Law & Order, protection of lives and properties of all citizens, judiciary, education, health, revenue and tax recoveries, construction and maintenance of all civil amenities, development activities of the district etc. Apart from these, the district authority shall be responsible for controlling dearness and unemployment problems. The district authority shall have to control these two items strictly. To control dearness, procurement and distribution centers shall be run at every Gram Panchayat and city area so that all agriculture produce can be purchased timely at the rate (which will normally be double the current market rate) fixed by central govt. And hundred numbers selected items/ commodities as approved by district council according to the demand of majority of Panchayats shall have to be provided to all citizens (their rate shall be about 75% of the current market rate) on their ration cards. Suitable rules and arrangements have to be made for this so that there may not be any malpractice or mismanagement. A quick and strict action shall have to be ensured by the district council against the defaulters.
In case of controlling unemployment problem, the policy will be as follows:
All INDIAN citizens of the age 14 years and above shall have to apply for proper job to the district collector.
The collector will provide him proper job to the applicant on the same day.
The under metric candidates shall be provided with labor oriented work and will be engaged on construction, maintenance and development work nearby their village. They will get wages in proportion of physical work done by them.
The qualified candidates shall be employed as ARMY men. They will be placed in ARMY minimum for five years. There also they will be engaged on labor oriented works like safety and maintenance of borders, construction and maintenance of works of border road organization, ARMY, dispensaries, transportation, maintenance and operation of weapons and other machineries etc.
After five years service of ARMY they will be posted at suitable vacant post of civil services preferably in their own districts.
The salaries and other facilities to Govt. employees shall be limited to maximum of five times the average per family monthly income of BPL persons. Ordinarily in civil services, govt. accommodation and vehicle shall not be provided to govt. employees except the five district officers like collector, superintendent of police and district judge. Normally transfer of an employee is not permissible.
Any citizen who is not willing to serve the country, than he has to submit such affidavit along with a fine amounting to Rs. 50,000/- (or so) to the district collector. In the same way, if any district collector fails to give such employment to any candidate on the same date; the collector shall be punished for.
The amount required for providing employment to the uneducated and up to non-metric candidates shall be fulfilled by district council form their development fund, whereas the educated candidates shall get their salaries from central Govt. Adequate fund shall be kept for vanishing this unemployment problem by central Govt. as explained in above paras
Survey report says that approx. 7 Crores unemployed persons are there in our country, and amount required for their employment shall be Rs. 3.5 Lakh Crores per year. But it is very clear that, if the terms and conditions of the Govt. services as explained in above para, will be adopted, than about 50% candidates will not apply, and out of which some 30% candidate will feel PRESTIGIOS to deposit requisite FINE to the Govt. Thus, only 3.5 Crores candidates will be the actual needy, who will require the Govt work. This much workers can easily be accommodated in various Development, Construction, and Maintenance works, and in ARMY.
As such practically no additional fund shall be needed to subside the problem of unemployment, even than adequate fund shall be kept for it.
It will also vanish so many other current burning problems including the problem of CASTE-BASED RESERVATION IN GOVT. JOBS.
Now the next problem is to control the Corruption, Terrorists, Naxalites, and so many other anti-social elements.
In this regard, this fact can easily be accepted that these problems have been produced due to EXCESSIVE-SELFISHNESS of the National/State/Panchayat level Leaders. So once the leaders will have full control over themselves, these problems will automatically be vanished.
Today, why this self control system over the present leaders is not possible? The reply is, Because the present rulers have not committed to the general public of our country any thing for betterment of our NATION, betterment of the general public. If some such agenda is commited to the public than neither there is any mode of measurement, which can decide about their good or bad DEEDS, neither the Leaders tried to frame any such rules, which can punish these irresponsible Rulers without any lengthy judiciary process. The present Ministers, politicians,
and all members of their ‘Choukdi’ believe that they are above all the rules &Laws. Even many-times they used to ignore the DIRECTIVES OF THE SUPREME COURT.
There are so many instances, so many examples, so many corruption activities, and anti-national deeds of the rulers of our nation after freedom, but our aim at this time is not to elaborate these facts. Our aim is to present a FULL-PROOF-SOLUTIONS of these NATIONAL PROBLEMS. So let we consider the next problem.
One of the most important factors, which are responsible for rapid development of a Nation, is JUDICIARY of that Nation.
Unfortunately, our Judiciary have also fallen down. Now it is felt that there is no fear of any CRIME. The Criminals have become more powerful, even some of the criminals have become MP’s, MLA’s, States and central Ministers. All relevant acts of LAW have been redefined in a ways, more & more helpful to the criminals. Secondly, Time taken for decision of simple-to-simple case used to be couple of years and in some cases, it takes even more than two-three DECADES.
Now the JUDICIARY PROCEEDING shall also have a TIME-BOUND ACTION. Let us see how it will function?
Just like EXECUTIVE-FRAME of our nation, the JUDICIARY will also have a three-tier establishment.
All the internal disputes among the villagers will be decided by a Judiciary Committee of the Grampanchayat. One member of each party i.e. petitioner & respondent shall also be its member of equal capacity. In this the petitioner has to submit his application with a fees-amount to the Grampanchayat, who will immediately organize a committee comprising of minimum three impartial persons of the village or near-by it, as per the requirement of the case. Once a case is registered, it should be heard and decided on the same or the next day. In any case, the decision should not take more than 7 days. The major cases like a robbery, theft accidents, murder etc, which is beyond the capacity of Panchayat should be immediately referred to the nearest police station.
District level court: - In-fact, the district court will be the main judiciary point and almost all the cases shall normally be disposed of in district court. The district will have judiciary structure as given below.
§ The district council headed by the MP shall constitute five or more courts presided by a judge under control of the district judge.
§ The district judge shall be appointed by the Supreme Court whereas the other supporting judges who will preside the court shall be appointed by the district councils.
§ Any case registered with deposition of suitable amount as fees shall be heard and decided by the court on the same very day or the next day, but no later than 7 days after registration.
§ All the salaries of court staff, judges, district judge and all other establishment expenditure of these courts shall meet out with the amount received as registration fees, financial punishment from the respondent/ petitioners.
§ All judges shall be provided with proper safety arrangement.
§ In case any appeal against the judgment of these courts are made before the district judge, it will also be heard and decided within weeks time and if any melafide intention or other fault is noticed against the subordinate judge, he will also be punished with severe punishment, that too within a week.
§ Adequate police arrangement shall be made under control of the district judge to perform these time bond actions.
§ The subordinate judges heading the courts may be selected from the leading and reputed law practitioner of the district for a period of one to three years. Afterwards according to their performance their continuity shall be decided by the district council.
§ In this way almost all sort of judiciary cases shall be dealt with and decided at district level that too within 7 days after their registration. However, in major cases like murders accident frouds, robberies, etc., which may require some more time, the district judge may allow maximum up to two months time according their grievances.
§ If number of cases coming in the district are more, the district council may constitute adequate number of courts in consultation of the district judge in the manner explained in above para.
All major cases come under jurisdiction of two or more districts will be dealt with by Supreme Court. The cases like political grievances. Election cases default in procurement and distribution system export-import and other similar cases shall be registered and decided by Supreme Court. There is time limit of one month for disposal of all above cases.
§ The Supreme Court judges shall be appointed by the President with due consultation with the Parliament, but their establishment expenses and safety arrangement etc. shall be according to the procedure adopted in case of district courts.
§ The Supreme Court judges shall conduct an yearly inspection/ case-audit of the district courts so as to have proper control over the district courts and there may not be any major hurdle in judicial proceedings and judgment due to locally influenced persons or antisocial elements.
§ In similar fashion all present pending cases shall be decided within a time period of one year.
§ In this way it is clear that a quite healthy Judicious, and economical Judiciary-system can be established.
§ The above proposal is just a sort of ‘theme’.It can always be ready to modify AT THE TIME OF IMPLEMENT and after wards, to achieve BETTER RESULTS. At present number of pending petitions all across the country is above 34 millions. Once the above procedure is applied for, no question of pendency of any petition will not at all arise. In this regard, all concerns will be contacted before finalizing the above proceedings but the theme will remain the same. Suggestions in this regard shall always be regarded.
SOME OTHER IMPORTANT FEATURES
District collectors and S.P.’s shall also be fully responsible for proper implementation of the National Policies, in their respective Districts, in a way which, gives full achievement of the TARGETS fixed by the Prime Minister, within stipulated time, failing which they will also be punished similar to the MP of the district and the Prime Minister. As such enough power, amenities and liberty will be vested to them for performing their jobs. For any miss-use of such powers also they will be punished. It meant to say, that every one, i.e. he may be a Govt. employee of any cadre, he may be an elected MP or even the Prime Minister, all will be bound with certain responsibilities with a definite quantum, and quality of works to be completed in a definite time schedule, failing which they will be liable for punishment scheduled for them, that too without any court-case.
Every Panchayat will have a Primary School, every four panchayats will have a Middle &High school, and also an I.T.I. Middle pass students shall be eligible for admission in I.T.I. The Block headquarters will have the Colleges of various disciplines including the Professional colleges. These colleges may be from Govt. or Private sector. Every two districts will have a University.
Suitable separate arrangement of ELECTRICITY for each district will be done to have effective control over its adequate generation, its proper distribution, maintenance and recovery of electricity charges there-of. The electricity charges for urban users will be four times the generation and maintenance charges, where as the same will be provided to the rural users at the rate half of the generation & maintenance cost, with a view to reduce the ‘Blind-Running’ of village population to cities.
Same cost factor shall be adopted in case of WATER SUPPLY. In this way once ELECTRICITY, WATER SUPPLY, EDUCATION and all similar public amenities except health services shall fetch a rate 4 to 8 times more than those provided to villages. The major problems facing the cities these days are of uncontrolled crowed shall automatically be vanished. But the 100 commodities and other scheduled items shall be provided at the same subsidized rates to all citizens (rural and urban) on their Ration cards, irrespective of their castes and financial status. Education up to ITI level shall be provided FREE.
The college education shall be costing as per actual running cost. Provision of scholarships (private as well as govt.) for intelligent students of rural area shall be made to encourage the rural population.
The Jails and punishments shall be managed in such a way that it may create TERROR, among the general public. This will automatically reduce the offences to a great extant. Today, the position is such that the defaulters often used to challenge the Govt. and Administrations to arrest them. And if such persons are arrested by hook-or-crook, they are provided with super class facilities. And shortly they are released respectfully. Then they are welcomed by their supporters like freedom fighters. These types of events are happening daily, which gives very bad impression about the judiciary system. As such, more and more people try to over-rule the laws and follow the above manners of their so-called leaders. Now the situations has disturbed to such an extent that the political leaders themselves are using to say that there is no law and justice in our country.

No tax shall be recovered from villagers by the district and central authorities other than electricity and water supply.
No industry shall be established in cities and towns.
Unit having maximum 15,000 population shall be called a village and will avail all its facilities.
No free amenities like electricity and water etc. shall be provided to any
citizen of rural and urban area. All villages shall be electrified within four years. No power cut will take place for more than 50 HOURS IN AYEAR. In case of any power failure UP TO ONE HOUR in a month, excepct natural calamities, a fine equal to HALF THE MONTHLY ELEC. CHARGES TO ALL SUFFERERS shall be paid by the authority responsible for. This amount shall be recovered from the concerned employees.
*The cost of PETROL AND DIESEL shall be up to three times the current rates. This EXTRA amount will be used in CONSTRUCTION AND MAINTENANCE OF ROAD, IRRIGATION, ELECTRICITY NET WORKS
· The second benefit of rate increase in petrol and diesel will be the total control over the IMPORT of these items. By this the domestic production of petroleum articles shall be increased to fulfill the total requirements of our nation. According to a report OF A RENOWNED WEEKLY MAGZINE, 20% OF THIS IMPORT
· AMOUNT IS NOT ACCOUNTED FOR IN YEARLY BUDGET,BUT IS UTILISED IN POLITICAL ACTIVITIES.
· This increase in cost will also maintain the ENVOIRMENTAL-EQUILLIBRIUM.
· If the rates are not increased, the NUMBER OF VEHICALS SHALL BE INCREASED TO THE TUNE THAT THESE VEHICLES SHALL COVER THE THE ENTIRE LAND OF COUNTRY AND NO AGREECULTURAL LAND SHALL BE LEFT (THE REPORT SAYS)
· The present requirement of PETROLEUM IS ARROUND 100 million tones,where as the domestic production is about 40 mt. Now if there rates are increased to its three times in a single spell, its consumption shall be reduced to around 60 mt, and within a period of some 4 YEARS. IN THIS WAY THIS ATION WILL MAKE US INDEPENDENT IN PETROLEUM.
· Widening of existing ROADS & BRIDGES SHALL BE DISCOURAGED,AND CONSTRUCTION OF NEW ROADS TO VILLAGES SHALL BE ENCOURAGED AND ALL VILLAGES SHALL BE COMPLETED WITHIN 4-5 YEARS.
· RESEARCH & DEVELOPMENT PROJECTS, IN SPACE & DEFANCE PROJECTS AND IN SCIENCE & TECHNOLOGY SECTORS SHALL BE CONTINUWD AND SHALL BE KEPT FREE FROM IMPORT OF RELATED ARTICLES AND OTHER HURDLES.
No income tax shall be recovered from Govt. employees.
The salaries of fresh govt. employees shall be limited to 5 times of the average monthly family income of the public below poverty line.
The business of foreign agencies shall not be banned, but no one will be
allowed to take money from INDIA beyond 20% of their net profit.

It is expected that by implementing these policies, the rapid development of our Nation will take place and shall be able to BRIGHTEN the POOR IMAGE & BACKWARDNESS OF VILLAGES and the persons living below the poverty line. This will also minimize naxalite and other terrorist activity in the country. The provisions made in these policies are such that they will ry effectively control the dearness, unemployment, corruption, crowed of cities, the gap between rural and urban livelihood, villagers and laborers hardships etc. This will also provide relief from foreign and domestic loans to our nation. Thus it may very easily be said that by adopting the above theme our nation will be established as a developed and financially strong country IN WORLD.
I accept that the above policies & rules regulations suggested are very strict and will be very difficult to implement. It may also claim some of the lives during implementation, and hence the general people may not come forward to help in forming such Govt. But now the time for only writing such beautiful and impressive articles have passed. This is time to implement pro-public policy for which a second revolution has to come up and some one has to take initiation for this second revolution. Till some successor comes forward, I am ready to take initiation and pray to all the citizens who are well wisher and thinking for betterment of our nation and to take active part in this revolution, so that the above DREAMS OF A DEVELOPED AND FINANCIALLY STRONG NATION CAN BECONVERTED IN TO A FACT.

HOW THESE PROBLEMS CAN BE SOLVED
Though the solution of above burning problems are very difficult, dangerous and harmful to the implementing person/party, but with the help of general public of our country, not only these problems can be resolved, but also a long term policies can be established, which will form a PEACE-FULL &ECONOMICALLY STRONG BHARAT, that too in a time-span of as short as FIVE YEARS, which is being termed as OVER-NIGHT, by present and past PRIME-MINISTERS. Also what-ever modification changes will be done those will be within the provisions of the LEGISLATURE with suitable amendments approved by the PARLIAMENT in accordance with the present rules.
BUT THE QUESTION IS… HOW?
Now to achieve the above difficult TARGET, we have to adopt the following policies and to implement these policies strongly and honestly. In brief, the policies to be implemented will be as follows
The EXECUTIVE BODY and ELECTION PATTERN will be modified Election will be THREE-TIER.
Election shall be conducted for (1) SARPANCH,(2)Member of Parliament WHO WILL ALSO BEER RESPONSIBILITY OF CHAIR-PERSION OF THE DISTRICT COUNCIL and (3) PRIME-MINISTER
All EXPENSES INCURRED BY GOVT on conducting these Elections plus 10% surcharge shall be RECOVERED from the CONTESTERS of all the three posts. More clearly it is to say that what-ever AMOUNT is spent by GOVT. in conducting these elections will be distributed among all the CONTESTENTS.And thus all candidates will beer the GOVT’S share in addition to there own election expenses.
THUS THE POLITICIANS WILL HAVE FULL LIBERTY TO PLAY THEIR POLITICAL GAMES WITHOUT AFFECTING THE ECONOMICAL HEALTH OF OUR COUNTRY & HENCE OF THE POOR PEOPLE.
All office bearers elected directly will bear the following MENDATORY RESPONSIBILITIES, FAILING WHICH THEY WILL BE LIABLE TO SIX-YEARS IMPRISIONMENT WITH FORFITURE OF ALL PROPERTIES BELONG TO THEM AND THEIR CLOSE RELATIVES.
The mandatory responsibilities are given in brief in above para and are
1 The Govt shall provide employment through labour-oriented and productive works to all citizens of our nation, irrespective of caste, religion, gender or any other difference.
2 The Govt will provide all BASIC materials like RATION and other domestic articles required for lively-hood of the people living BPL in subsidized rate.
3 To keep the NATION a LOAN-FREE-NATION. This also says that the elected PRIME-MINISTRER OR ANY OTHER OFFICE BEERER shall not be impowered to take any sort of loan neither domestic nor from foreign. It will also include the so-called foreign investments in BHARTIYA companies, which will also be treated as loan.
4 The Govt will perform their duties, keeping all the basic rights of the citizenwith them. It is also to assure that the Govt will abide by the commitment of national unity and integrity. The Govt will also ensure safety and protection of properties and life of all citizens.
5 The Govt will eliminate all sorts of terarism. The Govt will also minimize the corruption.
Policies to be adopted
There may be so many ways of achieving these targets. Only thing is that the implementing authority i.e. the elected leader of the nation should be very much clear about his policies and should have firm will power as regard implementation of these policies.
After watching the day-to-day political activities and economical & educational policies, foreign policies, defense policies and various other development activities since last five decades, and after considering views of various renowned related magazines, leading news papers, renowned article writers, criticizers, politicians a defined policies have been framed, which seems to be more result oriented rather than others. The theme of the policies are explained in brief in the following paras:
Today the public used to elect an MP or MLA and these MPs and MLAs used to elect the Prime Minister/ Chief Minister. In this way, the Prime Minister of the nation is basically responsible to the MPs and not to the public. Effect of this procedure is this, that our Prime Ministers are looking after betterment of the MPs and not to the general public. In earlier days of independence, there was not much difference between the two i.e. public interests and MP’s interest. But just after two decades of independence, this difference has become wider and wider. Now in many cases the interest, the benifits of the MPs and general public has become just opposite to each other. This is the main reason for not implementing the national policies properly and hence the general public is suffering more and more and the MPs and other similar politicians are enjoying all the amenities. If any Prime Minister dared to overlook/ ignore the interest of any MP, such situation has been created that a Prime Minister has to resign from his post within as less as 13 days after his election as Prime Minister by MPs and a general election costing Rs. 15 crores (on price level of year 1998) was imposed over the poor country.
So our first policy is to ammend the election procedure, which will be as follows:
a. The Prime Minister shall be elected directly by the general public.
b. There will be a three tier election for a term of 5 years In which (1)SARPANCH of all GRAMPANCHAYAT, (2)MPs of all districts and (3) the Prime Minister of the nation shall be elected simultaneously for a term of five years. It is to be noted that the jurisdiction of MPs shall be limited to a district and will be responsible for implementing the policies in their districts the MP’S will be the chair-person of the District-Council’s .
c. In conducting the general election the govt expenditure plus 10% surcharge shall be recovered from the contesters of the three tier office bearers. In this way, any general election will not affect the economical wealth of the nation and so of the general people.
d. The contesters for the post of Prime Minister and MPs shall have to announce their manifesto in a non-judicial paper and shall be submitted with their nomination form.
e. As soon as a person is elected as Prime Minister, his manifesto shall become a law and it is to be followed in all over the country however the implementation of these laws shall be discussed and passed in Parliament.
f. The national manifesto shall include the policies to be adopted by the elected Prime Minister to achieve the mandatory responsibilities described in para 5.
g. The President, after consultation with the elected Prime Minister, will form a high power committee (HPC), who will keep close watch over the political activities and results of implementation of the policies. This committee will also conduct a half yearly review of these activities and will suggest any ammendment etc. to the Prime Minister. For this, the high power committee has to keep close contact with the level of GRAMPANCHAYAT and district authorities computer net work and by face to face discussions . The HPC will directly work under the Supreme-Court. The HPC will have EXPERTS of all important Departments, Persons having deep practical knowledge of field working of respective Departments, impartial criticitists, Honourable Social workers, and respectable Personal of our Nation.
- Today there is no way of measurement for successfulness of works of any Govt, but now according to manifesto, percentage of achievement can be measured. There will be three components of the measurement. First, Govt has to clear all the loans on Govt, which can very easily be measured. Second, the national leader has to decide/ display rates of all (say about 100 items) daily needs commodities being used by general public and people living below poverty line.And Third solving the problems of Un-employment.
- In fact these three points namely control over (1)Dearness(2)Unemployment& (3) Loan, will become the most important agenda, on which all the following elections shall be fought the contesters, and will keep an effective control over the rulers during their ruling period.
i. Failing in achieving the Targets, committed in election manifesto, the "High Power Committee"(HPC) will evaluate and will decide the Punishment to these elected leaders that too on the last working day of their term of 5 years.This decision of HPC WILL BE FULL& FINAL and can’t be challenged in any court.
j. There will not be any elected MLA and any Chief Minister in States. In fact all the EXECUTIVE RESPOSIBILITIES WILL BE distributed in three tiers only, to get a quick and perfact result, there will be no major responsibilities at State Level. As such the Prime Minister shall appoint Chief Ministers for all the states of his own test. It is specially mentioned here that as the P.M. will be binded by the Mandatory Responsibilities, he will have every liberty to appoint State Chief Ministers, MLA’s and other office beerers as per his will.
k. Till Loans are returned, Unemployment, &Dearness problem is solved, the elected Leaders and other office bearers appointed by the P.M. will be entitled for only 50% salary, and allowances fixed for the post.
l. There will not be any financial limit for the election contesters to be spent during there election. How ever they will have to submit their election A/C along with 10% tax.
m. Any citizen, punished with imprisonment for more than two years by any courts of law even if it may have been challenged in higher court, will not be entitled to contest the election.
n. There will not be any MID-TERM-ELECTION under normal condition. Normally this situation will never arise, simply because MP’s will also be held equally responsible for any failure in achieving the sat targets. Also resignation of any elected Leader shall not be admissible unless the amount required for conducting the BYE-ELECTION with 10% surcharge is not deposited by the resigning Leader.
o. The maximum salary including all types of allowances shall be limited to 5 times the per family monthly income of the people living below poverty line (BPL). Similarly all other heads like their safty,tours hospitalities and wel-come parties etc etc shall be curtailed proportionately.
The above phrases indicate clearly, that unlike todays politics ,all elected leaders will be binded with proper implementation and getting committed results as per their own election manifesto, failing which they will be punished with 6 years imprisonment etc. In this way the corruptions, froude-scam,so many kinds of financial social scandals, etc will automatically be minimized, and a responsibility-based fair politics could be established.
The second major issue is of the Foreign & Domestic loan. In present POLITICAL management, these Loans have become a main source of corruption. It can easily be observed that since last three decades a major part of these loans are not being used in development or public well-fare activities, but are being used in maintaining "Political Equilibrium". Very frankly, it can be said even, that since last one decade or say since Liberalization Policy adopted in our country, the LOANS are being used in maintaining the future GENERATIONS of the "Political-Choukdi". Hence it will be more judicious that these loans be recovered from them. For refunding these Loans within a committed period of 3 years, a suitable lawful & judicious action shall be taken, particularly for FORFITURE OF SURPLUS MONEY LAYING IN FOREIGN BANKS & BENAMI PROPERTIES, that too within the provisions of the CONSTITUTION. Various reports of renound magazines and reliable statements of Swadeshi Jagaran Manch and other non political organizations states that this much will be enough for this. In this way the Loan problem will be vanished within 3 years after taking oath and forming the GOVT.
Now the next main problem is to keep control over the DEARNESS, which has gone out of control. At present neither there is any Political Party nor any will-full Leader who can control this uncontrollable problem of dearness.
There is solution of this problem also. The only thing required is this, that all people have to be unite to drain off this problem. Than what will happen? We will see that, we people will enjoy a DEARNESS-FREE-LIFE not for a term of 5 years only, but will be killed for ever. Now, LET US SEE HOW?
Just like other well wishers of our country, I also coincide with the opinion of the MAJORITY of our poor but more wise and more literate people. As at present the National Leaders belonging to any Political Party, and their "Choukdi’, are keenly willing to increase the DEARNESS in our country. Accordingly this problem is HIKING new heights day- by- day. After a public resistance, which does not get proper place in daily newspaper, and other media sources, the Govt machineries, Ruling, and opposition Leaders come in little ‘Harkat’. Most of the instances, any action is not taken at all, but if some action is taken, it is taken in such a way that it carries no effect on Price-Hike. Oftenly Govt’s action against the DEARNESS has reverse impact on price-hike problem. As result, THE "CHOUKDI" AND ITS SUPPORTING OTHER RICH PEOPLE ARE BECOMING RICHER & RICHER DAY-BY-DAY,WHERE AS THE WEEKER SECTION IS BEING POORER & POORER.
Apart from the action proposed to resolve the LOAN- PROBLEM ,TO ELIMINATE DEARNESS first of all ,the expenditure onGovt Departments shall have to be curtailed.As is being felt from last two decades not only by the general public but also by the PAY-COMMISSION a Govt Agency,who is recommending to curtail the number of Govt employees to the tune of 30% .Further-more it has also been recommended to close some of the Departments,Govt Boards, Commissions etc. But the Leaders/Ministers could not take any action in this matter.All.Only they adopted the enhancement of the salary and other allowances to the Govt Employees due to their vested interests in it. Though by this enhancement of salary etc was going to DAMAGE THE FINANCIL STUCTURE OF THE STATES AND THE CENTRAL GOVT ITSELF,but all the Political Parties including Rulling, Oppositions and other related Authorities kept MUM.
WHY? Only because this is not good for their FINANCIAL and POLITICAL STATUS.
NOW this action of in number of staff and in number of Departments shall be started and will be continued till the expenditure on Govt Dept comes down to 30% of the present expenditure. This shall be a TIME-BOUND-ACTION, and will be completed within 2 years after forming the Govt. 50% of gross AGRICULTURE PRODUCE shall be purchased directly from the Agriculturists,at DOUBLE THE CURRENT MARKET RATES. Govt will provide 100 ITEMS OF DAILY-NEEDS as proposed by the GRAMPANCHAYATS & recommended by the DISTRICT-COUNCILS at the rates 50% of the current MARKET RATES.(The current Market rates will normally be the average rates observed during the month of framing this new Govt. Necessory arrangements for procurement of agriculture produces and distribution of daily needs commodities to the general public will be made through the village level PROCUREMENT &DISTRIBUTION CENTRES UNDER STRICT CONTROL OF THE DISTRICT GOVTS. All Citizens will get its advantage irrespective of their caste religion and even financial status on their ration-cards or any similar arrangements.Unlike to-days arrangement,under which this has also become a slave of the corruption
The SUBSIDIES as mentioned in item ‘d’ above will not be provided on items like Electricity, Drinking water, PETROLEUM ITEMS (including LPG, KEROCINES), auto-vehicles, and other LUXURIOUS &FANCY items.
I shall provide
1. EDDIBLE PALM/SOYA OIL @ OF THE PACKEGED WATER.
2. SUGAR @ OF TATA SALT.
3. RICE & WHEAT @ 50% OF TATA SALT.
4. RIKSHA, HATH – THELA, BYCICLE @50% OF IT.S COST
Approximate amount required to compensate these subsidies explained in above para ‘d’, ‘e’ & ‘f’ would be around Rs.ONE LAKH-CRORES per year. This will be compensated by vanishing the present subsidy on PETROLEUM ITEMS, which has become one of the main sources of corruption now a days….
Further more it is assured that the DEVELOPMENT ACTIVITIES will have no interruptions and will get adequate FUND & STREAM-LINED ATMOSPHERE for. As the outsourcing of fund shall be totally banned, adequate fund shall be managed by curtailment of ESTABLISHMENT EXPENSE OF GOVT. DEPARTMENTS as per the proposal given in para ‘a’ above. The hurdles like Political interference, Red-Tapism, irresponsible attitudes of govt. employees etc. shall be eliminated completely, that too within one year. Some examples to this contest have been elaborated in coming para.
There will not be any elected Govt at State Level and as such no establishment shall be there. However the Prime Minister can post suitable number of Ministers and necessary staff to have a better Administrative and Political control over the District-Councils and Panchayats.
Today, the rulers are more interested in IMPORT-BUSINESS, as this gives efficient and more than the expected monitory benefits to the rulers and their so-called ‘Choukdi’. Hence today the import-business is more than 5 times of the amount of EXPORT ARTICALS. In opinion of experts of Finance matters, SO LONG AS THE EXPORT-AMOUNT OF ANY COUNTRY REMAINS LESS THAN THE IMPORT AMOUNT, THAT COUNTRY CAN’T DO ANY PROGRESS. So this proportion will be revered within two years.
Unlike to-days practice, the Annual Budget of our Nation will be prepared at District Councils after consultation with all Panchayats of the Districts.
The financial responsibilities, distribution of tax recovery power and duties to be performed by the three tier executive structure shall be as follows:
I. The Panchayat will be responsible for solving the judiciary problems of village level, construction and maintenance of roads, buildings, minor irrigation structures, approach roads, electricity lines, etc., running primary school education, dispensaries and other necessary civic amenities of village level shall be done by the Panchayat. The salaries of village level employees like teachers, patwary, health worker, sub-engineer, kotwar, etc. shall be paid by the Panchayat. To meet out the above expenses, Panchayat shall be entitled to recover some tax according to properties and income of the villagers. Whatever amount is recovered by the Panchayat five times of that amount shall be provided by the central government directly to the Panchayat under intimation to the district council. Apart from these, any new structure required to be constructed shall be fully financed by the central Govt. Proper account shall have to be maintained and submitted to the central and district govt. whatever amount sought for from the central govt. has to be mentioned in their budget. Here it is to be mentioned that the salaries of the village level employees shall be two and three times the per family average income of BPL persons according to status of the employee.
II. The district council shall be a replacement of state govt. as such the district shall have the basic responsibilities of govt. The district council shall be responsible for observing Law & Order, protection of lives and properties of all citizens, judiciary, education, health, revenue and tax recoveries, construction and maintenance of all civil amenities, development activities of the district etc. Apart from these, the district authority shall be responsible for controlling dearness and unemployment problems. The district authority shall have to control these two items strictly. To control dearness, procurement and distribution centers shall be run at every Gram Panchayat and city area so that all agriculture produce can be purchased timely at the rate (which will normally be double the current market rate) fixed by central govt. And hundred numbers selected items/ commodities as approved by district council according to the demand of majority of Panchayats shall have to be provided to all citizens (their rate shall be about 75% of the current market rate) on their ration cards. Suitable rules and arrangements have to be made for this so that there may not be any malpractice or mismanagement. A quick and strict action shall have to be ensured by the district council against the defaulters.
In case of controlling unemployment problem, the policy will be as follows:
All INDIAN citizens of the age 14 years and above shall have to apply for proper job to the district collector.
The collector will provide him proper job to the applicant on the same day.
The under metric candidates shall be provided with labor oriented work and will be engaged on construction, maintenance and development work nearby their village. They will get wages in proportion of physical work done by them.
The qualified candidates shall be employed as ARMY men. They will be placed in ARMY minimum for five years. There also they will be engaged on labor oriented works like safety and maintenance of borders, construction and maintenance of works of border road organization, ARMY, dispensaries, transportation, maintenance and operation of weapons and other machineries etc.
After five years service of ARMY they will be posted at suitable vacant post of civil services preferably in their own districts.
The salaries and other facilities to Govt. employees shall be limited to maximum of five times the average per family monthly income of BPL persons. Ordinarily in civil services, govt. accommodation and vehicle shall not be provided to govt. employees except the five district officers like collector, superintendent of police and district judge. Normally transfer of an employee is not permissible.
Any citizen who is not willing to serve the country, than he has to submit such affidavit along with a fine amounting to Rs. 50,000/- (or so) to the district collector. In the same way, if any district collector fails to give such employment to any candidate on the same date; the collector shall be punished for.
The amount required for providing employment to the uneducated and up to non-metric candidates shall be fulfilled by district council form their development fund, whereas the educated candidates shall get their salaries from central Govt. Adequate fund shall be kept for vanishing this unemployment problem by central Govt. as explained in above paras
Survey report says that approx. 7 Crores unemployed persons are there in our country, and amount required for their employment shall be Rs. 3.5 Lakh Crores per year. But it is very clear that, if the terms and conditions of the Govt. services as explained in above para, will be adopted, than about 50% candidates will not apply, and out of which some 30% candidate will feel PRESTIGIOS to deposit requisite FINE to the Govt. Thus, only 3.5 Crores candidates will be the actual needy, who will require the Govt work. This much workers can easily be accommodated in various Development, Construction, and Maintenance works, and in ARMY.
As such practically no additional fund shall be needed to subside the problem of unemployment, even than adequate fund shall be kept for it.
It will also vanish so many other current burning problems including the problem of CASTE-BASED RESERVATION IN GOVT. JOBS.
Now the next problem is to control the Corruption, Terrorists, Naxalites, and so many other anti-social elements.
In this regard, this fact can easily be accepted that these problems have been produced due to EXCESSIVE-SELFISHNESS of the National/State/Panchayat level Leaders. So once the leaders will have full control over themselves, these problems will automatically be vanished.
Today, why this self control system over the present leaders is not possible? The reply is, Because the present rulers have not committed to the general public of our country any thing for betterment of our NATION, betterment of the general public. If some such agenda is commited to the public than neither there is any mode of measurement, which can decide about their good or bad DEEDS, neither the Leaders tried to frame any such rules, which can punish these irresponsible Rulers without any lengthy judiciary process. The present Ministers, politicians,
and all members of their ‘Choukdi’ believe that they are above all the rules &Laws. Even many-times they used to ignore the DIRECTIVES OF THE SUPREME COURT.
There are so many instances, so many examples, so many corruption activities, and anti-national deeds of the rulers of our nation after freedom, but our aim at this time is not to elaborate these facts. Our aim is to present a FULL-PROOF-SOLUTIONS of these NATIONAL PROBLEMS. So let we consider the next problem.
One of the most important factors, which are responsible for rapid development of a Nation, is JUDICIARY of that Nation.
Unfortunately, our Judiciary have also fallen down. Now it is felt that there is no fear of any CRIME. The Criminals have become more powerful, even some of the criminals have become MP’s, MLA’s, States and central Ministers. All relevant acts of LAW have been redefined in a ways, more & more helpful to the criminals. Secondly, Time taken for decision of simple-to-simple case used to be couple of years and in some cases, it takes even more than two-three DECADES.
Now the JUDICIARY PROCEEDING shall also have a TIME-BOUND ACTION. Let us see how it will function?
Just like EXECUTIVE-FRAME of our nation, the JUDICIARY will also have a three-tier establishment.
All the internal disputes among the villagers will be decided by a Judiciary Committee of the Grampanchayat. One member of each party i.e. petitioner & respondent shall also be its member of equal capacity. In this the petitioner has to submit his application with a fees-amount to the Grampanchayat, who will immediately organize a committee comprising of minimum three impartial persons of the village or near-by it, as per the requirement of the case. Once a case is registered, it should be heard and decided on the same or the next day. In any case, the decision should not take more than 7 days. The major cases like a robbery, theft accidents, murder etc, which is beyond the capacity of Panchayat should be immediately referred to the nearest police station.
District level court: - In-fact, the district court will be the main judiciary point and almost all the cases shall normally be disposed of in district court. The district will have judiciary structure as given below.
§ The district council headed by the MP shall constitute five or more courts presided by a judge under control of the district judge.
§ The district judge shall be appointed by the Supreme Court whereas the other supporting judges who will preside the court shall be appointed by the district councils.
§ Any case registered with deposition of suitable amount as fees shall be heard and decided by the court on the same very day or the next day, but no later than 7 days after registration.
§ All the salaries of court staff, judges, district judge and all other establishment expenditure of these courts shall meet out with the amount received as registration fees, financial punishment from the respondent/ petitioners.
§ All judges shall be provided with proper safety arrangement.
§ In case any appeal against the judgment of these courts are made before the district judge, it will also be heard and decided within weeks time and if any melafide intention or other fault is noticed against the subordinate judge, he will also be punished with severe punishment, that too within a week.
§ Adequate police arrangement shall be made under control of the district judge to perform these time bond actions.
§ The subordinate judges heading the courts may be selected from the leading and reputed law practitioner of the district for a period of one to three years. Afterwards according to their performance their continuity shall be decided by the district council.
§ In this way almost all sort of judiciary cases shall be dealt with and decided at district level that too within 7 days after their registration. However, in major cases like murders accident frouds, robberies, etc., which may require some more time, the district judge may allow maximum up to two months time according their grievances.
§ If number of cases coming in the district are more, the district council may constitute adequate number of courts in consultation of the district judge in the manner explained in above para.
All major cases come under jurisdiction of two or more districts will be dealt with by Supreme Court. The cases like political grievances. Election cases default in procurement and distribution system export-import and other similar cases shall be registered and decided by Supreme Court. There is time limit of one month for disposal of all above cases.
§ The Supreme Court judges shall be appointed by the President with due consultation with the Parliament, but their establishment expenses and safety arrangement etc. shall be according to the procedure adopted in case of district courts.
§ The Supreme Court judges shall conduct an yearly inspection/ case-audit of the district courts so as to have proper control over the district courts and there may not be any major hurdle in judicial proceedings and judgment due to locally influenced persons or antisocial elements.
§ In similar fashion all present pending cases shall be decided within a time period of one year.
§ In this way it is clear that a quite healthy Judicious, and economical Judiciary-system can be established.
§ The above proposal is just a sort of ‘theme’.It can always be ready to modify AT THE TIME OF IMPLEMENT and after wards, to achieve BETTER RESULTS. At present number of pending petitions all across the country is above 34 millions. Once the above procedure is applied for, no question of pendency of any petition will not at all arise. In this regard, all concerns will be contacted before finalizing the above proceedings but the theme will remain the same. Suggestions in this regard shall always be regarded.
SOME OTHER IMPORTANT FEATURES
District collectors and S.P.’s shall also be fully responsible for proper implementation of the National Policies, in their respective Districts, in a way which, gives full achievement of the TARGETS fixed by the Prime Minister, within stipulated time, failing which they will also be punished similar to the MP of the district and the Prime Minister. As such enough power, amenities and liberty will be vested to them for performing their jobs. For any miss-use of such powers also they will be punished. It meant to say, that every one, i.e. he may be a Govt. employee of any cadre, he may be an elected MP or even the Prime Minister, all will be bound with certain responsibilities with a definite quantum, and quality of works to be completed in a definite time schedule, failing which they will be liable for punishment scheduled for them, that too without any court-case.
Every Panchayat will have a Primary School, every four panchayats will have a Middle &High school, and also an I.T.I. Middle pass students shall be eligible for admission in I.T.I. The Block headquarters will have the Colleges of various disciplines including the Professional colleges. These colleges may be from Govt. or Private sector. Every two districts will have a University.
Suitable separate arrangement of ELECTRICITY for each district will be done to have effective control over its adequate generation, its proper distribution, maintenance and recovery of electricity charges there-of. The electricity charges for urban users will be four times the generation and maintenance charges, where as the same will be provided to the rural users at the rate half of the generation & maintenance cost, with a view to reduce the ‘Blind-Running’ of village population to cities.
Same cost factor shall be adopted in case of WATER SUPPLY. In this way once ELECTRICITY, WATER SUPPLY, EDUCATION and all similar public amenities except health services shall fetch a rate 4 to 8 times more than those provided to villages. The major problems facing the cities these days are of uncontrolled crowed shall automatically be vanished. But the 100 commodities and other scheduled items shall be provided at the same subsidized rates to all citizens (rural and urban) on their Ration cards, irrespective of their castes and financial status. Education up to ITI level shall be provided FREE.
The college education shall be costing as per actual running cost. Provision of scholarships (private as well as govt.) for intelligent students of rural area shall be made to encourage the rural population.
The Jails and punishments shall be managed in such a way that it may create TERROR, among the general public. This will automatically reduce the offences to a great extant. Today, the position is such that the defaulters often used to challenge the Govt. and Administrations to arrest them. And if such persons are arrested by hook-or-crook, they are provided with super class facilities. And shortly they are released respectfully. Then they are welcomed by their supporters like freedom fighters. These types of events are happening daily, which gives very bad impression about the judiciary system. As such, more and more people try to over-rule the laws and follow the above manners of their so-called leaders. Now the situations has disturbed to such an extent that the political leaders themselves are using to say that there is no law and justice in our country.

No tax shall be recovered from villagers by the district and central authorities other than electricity and water supply.
No industry shall be established in cities and towns.
Unit having maximum 15,000 population shall be called a village and will avail all its facilities.
No free amenities like electricity and water etc. shall be provided to any
citizen of rural and urban area. All villages shall be electrified within four years. No power cut will take place for more than 50 HOURS IN AYEAR. In case of any power failure UP TO ONE HOUR in a month, excepct natural calamities, a fine equal to HALF THE MONTHLY ELEC. CHARGES TO ALL SUFFERERS shall be paid by the authority responsible for. This amount shall be recovered from the concerned employees.
*The cost of PETROL AND DIESEL shall be up to three times the current rates. This EXTRA amount will be used in CONSTRUCTION AND MAINTENANCE OF ROAD, IRRIGATION, ELECTRICITY NET WORKS
· The second benefit of rate increase in petrol and diesel will be the total control over the IMPORT of these items. By this the domestic production of petroleum articles shall be increased to fulfill the total requirements of our nation. According to a report OF A RENOWNED WEEKLY MAGZINE, 20% OF THIS IMPORT
· AMOUNT IS NOT ACCOUNTED FOR IN YEARLY BUDGET,BUT IS UTILISED IN POLITICAL ACTIVITIES.
· This increase in cost will also maintain the ENVOIRMENTAL-EQUILLIBRIUM.
· If the rates are not increased, the NUMBER OF VEHICALS SHALL BE INCREASED TO THE TUNE THAT THESE VEHICLES SHALL COVER THE THE ENTIRE LAND OF COUNTRY AND NO AGREECULTURAL LAND SHALL BE LEFT (THE REPORT SAYS)
· The present requirement of PETROLEUM IS ARROUND 100 million tones,where as the domestic production is about 40 mt. Now if there rates are increased to its three times in a single spell, its consumption shall be reduced to around 60 mt, and within a period of some 4 YEARS. IN THIS WAY THIS ATION WILL MAKE US INDEPENDENT IN PETROLEUM.
· Widening of existing ROADS & BRIDGES SHALL BE DISCOURAGED,AND CONSTRUCTION OF NEW ROADS TO VILLAGES SHALL BE ENCOURAGED AND ALL VILLAGES SHALL BE COMPLETED WITHIN 4-5 YEARS.
· RESEARCH & DEVELOPMENT PROJECTS, IN SPACE & DEFANCE PROJECTS AND IN SCIENCE & TECHNOLOGY SECTORS SHALL BE CONTINUWD AND SHALL BE KEPT FREE FROM IMPORT OF RELATED ARTICLES AND OTHER HURDLES.
No income tax shall be recovered from Govt. employees.
The salaries of fresh govt. employees shall be limited to 5 times of the average monthly family income of the public below poverty line.
The business of foreign agencies shall not be banned, but no one will be
allowed to take money from INDIA beyond 20% of their net profit.

It is expected that by implementing these policies, the rapid development of our Nation will take place and shall be able to BRIGHTEN the POOR IMAGE & BACKWARDNESS OF VILLAGES and the persons living below the poverty line. Thus it may very easily be said that by adopting the above theme our nation will be established as a developed and financially strong country IN WORLD.
I accept that the above policies & rules regulations suggested are very strict and will be very difficult to implement. It may also claim some of the lives during implementation, and hence the general people may not come forward to help in forming such Govt. But now the time for only writing such beautiful and impressive articles have passed. This is time to implement pro-public policy for which a second revolution has to come up and some one has to take initiation for this second revolution. Till some successor comes forward, I am ready to take initiation and pray to all the citizens who are well wisher and thinking for betterment of our nation and to take active part in this revolution, so that the above DREAMS OF A DEVELOPED AND FINANCIALLY STRONG NATION CAN BECONVERTED IN TO A FACT.
